Everything I fire is on a freshly kiln washed shelf. I almost never refire a shelf 2 times without redoing the wash.

Kiln wash is a little messy until you develop a method and learn to work with it. I spray it on with an airbrush.

Try grounding yourself to the cabinet. Wrap some small bare wire around your wrist or arm and attach the other end to the cabinet.

Not sure this will work, but it should. There are special grounding wrist bands made that look like a wrist watch expansion band with a wire attached.

Powders work well in the Thompson sifters. Most of the powders I've used are very fine compared to the 80 mesh enamels.

I think you're going too fast after the 20 min soak at 1200. The rapid firing could be softening the glass enough to seal the edges down on the kiln shelf and trapping air. Above 1200 I can't imagine the glass warping with rapid heating but maybe your shelf is warping a little.
