Layering a plate

I want to make a Christmas cookie plate that will be a 9" square. It is a very shallow slump. My questions: I have a solid nine inch base layer. My design of a penguin with a Christmas hat on will have a couple of places with two layers. I want to contour fuse the plate then slump it. So my plate will have 1 to 3 layers in various place on the plate. The three layer parts will be in the lower left hand corner of the plate. Covering about 1/4th of the plate. The rest will be 1 to 2 layers. Will the base be weak where it is only one layer?

Do a solid two layer base first, then add design elements.
Keep design elements 3/4" from edges.
Over-anneal both fusing and slumping.
