you buy them. it depends upon how big you need. marble or bead makers use them. you can probably get them off ebay cheaply.

A diamond saw blade will cut graphite.

Graphite machines very nicely with nearly any cutting tool, even hand tools. The big problem is handling the shavings. When I work it I keep a vacuum constantly cleaning the cutting site so they don't fall or float about.

I agree with the hobbyist. If you are not careful to manage the dust you can and will short out your bushings on your electric motors as the dust is a conductor.
