Lori, if you read the document in full, you will see that 516C is still the recommended annealing soak up to and including nine mm. 482C is recommended for thick slabs to save time. Because of the longer soak time at the lower soak temperature, no time is saved for nine mm or less

Wissmach 90 and Bullseye are not very likely to be compatible. You need to test them for compatibility before combining them in a piece. The Coe number does not tell you anything about compatibility. I suggest very fine wet and dry sandpaper to get the devit off. Frit and spray often do not stay on the curved edges thickly enough to do the job.

Whenever you go above a low fire polish temperature ther is a chemical change in the kaolin that forms part to the kiln wash. This means it sticks to the glass in the next firing. Do you know they are compatible? Did you run a compatibility test before combining them?
You should think of running one now, if you haven't already.
