Need help with opaque colour powder

I just joined this site and it is awesome. A friend gave me a box of water soluable opaque colour for glass. These are small bottles filled with coloured powder and is made by Looking Glass Mfg. in Burlingtion. Ontario. Afer a search online I could not find the company. The only directions I have are on the bottle which tells me that it is food safe at cone 015. My question is how to use these powders. How do I mix these to paint on my glass? Do I use water and how much? Can these be used on top of the glass piece for the design even though it give you a caution that it contains lead.
