Drilling pendant lamp

When drilling a hole for a pendant lamp on my drill press, should I drill with the solid base down or up? Does it matter?
If I drill with the base up, any ideas on how to get water on the bit so as to not overheat? My sink is no where near my drill press.

You roll out a ring of putty (like a snake), make into a circle. Press it onto the piece and use it as a reservoir to hold the water.
