New kiln shelf won't pick up wash in spots.....

I got a round 12" or 13" shelf awhile ago, and when I tried to use it, there's this one like, streak that won't accept kiln wash (it's a BE brand)

So, I let it dry, sanded off the wash, took a good look at the thing and it seems ok. I don't know what the deal is here.... I'm not up to applying 20 layers of wash just to get this one wierd patch covered.
Is there something I can do? Sand down the shelf in some way?
Or just give in and get shelf paper.

Fire it up to 1000. It should be fine to coat after that.
