Peeling Lid Mortar

I'm having trouble with mortar I put on my kiln lid (home built kiln). I used Heat Stop, a high temperature and expensive mortar. It is fine between the bricks, but the layer I put on the inside of the lid is flaking off of the insulating firebrick. I used the mortar full strength out of the jar. I read on the board about someone dilluting mortar for a different purpose.

Does anyone know if this is an acceptable thing to do when applying mortar? I'm now questioning the wisdom of applying this when it was about 40 degrees out. Perhaps that is causing the problem.....
