The shelves in my kiln are broken and I cannot buy them in Colombia, where I live. Is it possible to fix them with kaolin or refractory cement?

You will not be able to repair it so it can be lifted in and out of the kiln in one piece. I suggest instead you level and assemble it (the shelf) in place in the kiln, cover with 1/8" or 1/4" fibreboard or fill cracks with Kaolin then build your glass artwork in the kiln on this assembled shelf.
