Heating Elements

Fired my kiln for the first time last night. I was drying my shelf so I only had to fire to 500 degrees for about 30 min. While looking in the kiln I notifce that only the top elements were on. My question is are all the elements supposed to fire at the same time or do they fire at different times depending on what temp. you are firing to 
My kiln is a Jen-Ken 18" dia. (RTC-18-E) with a 12 Key Bartlett Digital Controller (RTC-1000)
